When you rent a car you will find like this card attached behind windshield, it's an indicator that tells you the time that you parked.
Most of the free or paid parking are not eligible to park for more than two hours. Usually this card used at the free parking lot.

Put the receipt behind windshield so policeman can determine the time that you parked.
Make sure that the receipt has been placed clear and not upside down
